Forgive me, Jim, but I just can't help teasing you,
especially when I see Engneering in your signature.
Did you not pay attention in your various elementary
and middle schools? Writing requests for proposals
weren't taught, but both when I was a student and when
I worked    in schools how to write the other kinds of
letters was taught and practiced and tested at each
grade level. Your mind must have been on more
technical matters. smile
