That would be between Bookshare and NFB. Organizations can be somewhat
territorial, especially those that are considered not-for-profit ones that
can depend on the magnanimity, of others for funding. Regardless of
whether the book is out there and available elsewhere, it is nice to be
able to go to one location to find it, and to be able to deal with a
download facility that the user is comfortable with. In one sense
Bookshare has attempted to facilitate finding books elsewhere by including
links to other sources, but that seems to be dependant on willing
participation by both parties. For a novel, I would much rather go to
Bookshare and download it in one volume, rather than going to Web Braille
and downloading 5 volumes and then having to concatenate them into one
file. There is nothing of course that forces me to compile them into one
file, but my personal preference is such. I am of course willing to
tolerate a few scanning errors for this convenience.

Duplication does matter when it takes as long as it's been to get a book processed. For every needlessly validated book, we don't have some other title which someone might either want to read or need. NFB titles should be available in already accessible format which a few telephone calls/e-mails between the two organizations could handle. Have a nice rest of weekend.
