I have contradictory information from my ProQuest account team. They say that
there will be no individual access provided to students. Students can only
access through the public schools or the public library (if the local public
library is tied into the Local Education Agency for that area).

I just got off the phone with Mary Barber at the State Librarian’s office.
Her contact information is below. There has been a miscommunication
regarding the ProQuest portion of the CA state contract. I will try to
relate what Mary Beth told me just now.
ProQuest (the CA package) is available to all students of California, the
contract mandates access for all students, public or private or home
schooled.
However, the private schools are NOT allowed to provide a direct link to
these ProQuest resources. IP access through a private school will not be
allowed. That was ProQuest’s deal with the state.
An individual student would need to contact ProQuest directly through
ProQuest’s website and request access to the California package of
resources. The student must state that they are an individual student and
are not accessing the resources through their school. ProQuest will then
issue that individual student their own user name and password.
This does not effect Teaching Books.net or Encyclopedia Britannica – both
of those services and resources are available to private schools.
Mary Beth said she clarified this information with the head of sales at
ProQuest within the last two weeks and is sorry that ProQuest has not
relayed this information through their sales reps to us.
I spoke to our rep Laura Fingeret this morning (before Mary Beth) and she
was being totally transparent with me saying that she was 95% sure that the
ProQuest package would not be available to private schools but she was
still awaiting confirmation from her management. She was very apologetic
about the inconvenience and confusion that this has caused among all the
BAISL schools.
Bottom line is if you want to provide access to ProQuest products through
your school website or SSL or Canvas or anywhere school related you will
need to continue with or start your own ProQuest subscription for your
school.
Unfortunately this means I won’t have that extra $5K to spend elsewhere but
I’m sure glad that I found out before dropping our ProQuest subscriptions.
I’m going to forward this email to Mary Beth just to reconfirm that I have
everything correct so hopefully she doesn’t have to speak to each
individual school. If you still want to speak with her directly her
