The particular questions surround land use. A useful piece of info might be
that path of rezoning of land use for Lowell Observatory. Would you by chance
know the person that might know the zoning for Percival when the dome for the

I'm sure in 1894 when Lowell arrived, if you'd asked the
powers that be in Flagstaff anything about zoning, they'd say
"what's zoning?".
Stuff after that I have no clue.
