[AZ-Observing] GREAT NEWS: SB 1138 is Finally Dead

Great News.  The electronic billboard bill (SB 1138) is finally DEAD for the 
year!  The "sine die" gavel came down at 5:50 P.M. and the Arizona State Senate 
has adjourned its 2003 Regular Session without taking a Final Read roll call 
vote on the bill.  
It has been water torture waiting for such a vote as the session dragged out 
for a full 62 days after it was originally scheduled to end.  There was never 
any indication that the billboard lobby had ever come close to having the 
necessary votes.  It is a true testimonial how citizen and institutional 
constituencies can be successful when well organized in the 30 legislative 
districts across the state.
