Cops here in Arizona are...different, Scott. I was doing a public star party at a school with the principal present. We were, ahem, investigated by a cop with spotlights twice in an hour and a half, they pulled up 2 cars at once, flooding the field with spotlights, middle school children present, and refused to withdraw until the principal showed them identification and assured them we were legit. The party was announced beforehand in the local papers, even. I have no doubt of the events in Bullhead City.
