James,

"presenting a resume or cover letter formatted entirely in Normal style is
Really Bad Form"
I mentioned this a while back as something that an employer of tech writers
told me. I don't remember 'asserting' it to be a universal truth or an
urban myth or whatever. I was just passing on a comment.
Some employers think that "insight into a writer's skills can be gained from
an examination of the user-defined styles in a resume presented in Word
format"
Rephrase that as 'a writer's skills *in MS Word *can ...' and it makes more
sense.
Like it or not, that is what the employers think.

Look up the Australian Public Service selection criteria. For many jobs,
you are expected to apply for a job by matching your skills to the SAME
CRITERIA NO MATTER WHAT the job is.
Try applying for a fixed term technical job with no staff when one criterion
is 'Team building skills'. Hmmm.
