Naomi,
This is style used by many writers.
Look at JoAnn Hackos "Managing your documentation projects" and R John
Brockman "Writing better computer user documentation" as they both use this
style in their books.

I think the current Style Guide uses it as well, as they put occasional
notes in the left margin.
