Hi Margaret
I have made good use of MDGuru, but it's *much* more than just a data
dictionary.  It's a whole-of-project knowledge repository with some content
management features and full project management.  It has some interesting
and innovative features.

It might be more than you're looking for, but it's a good and useful tool
and the support is Sydney-based and excellent.
