Does that do the parent / child topic thing with Heading levels, convert cross
references to hyperlinks etc?

Hi Donald.
A simple answer to your Word to HTML conversion woes might be to use the Oracle
Open Office word processor, available free for various operating systems,
import the Word file and export to HTML with that.
Should do a superior conversion than Word itself.
