It's an option on the FM installation CD. Even with FM 7 (which has a
working "Save As PDF" capability), you still need Distiller. You also need
the corresponding PPD (Postscript Printer Definition, IIRC) -- also
installable from the FM CD.

You might like to check out the archives of the FrameMaker lists, at

for some details about the order of installation (including deleting old
versions of Acrobat components).
