Hi Matt,
general info about the timer record dialog can be found in the manual, so I 
won't repeat that info here.
For both start date and time, and end date and time there are two controls.
The first is a control to set the date. Jaws reads this as a combo box, but 
it's really an edit spin box. It contains three sections for day, month, and 
year (order of these probably depends on country convention), and you can cycle 
round these using left and right arrows keys. You can set each either by using 
up and down arrow keys, or typing in digits.
The second control is to set the time, and it's the same type of control that 
used for the selection start and selection length/end controls on the selection 
bar. (These are covered in the jaws guide to audacity). The format of these 
controls in hh:mm:ss. You can change the time either using up/down arrow keys 
or typing in digits. For an example of typing in digits, if you wanted to set 
the time to 21h31m00s, then press home to move to the first digit, and then 
type the digits 2,1,3,1,0,0.
The duration control is another time control with the format dd:hh:mm:ss
