Yes, I'm aware of that. If I delete the configuration file then open
Audacity again, I can change the folder with no problem. However, if I
then close Audacity and come back to it later without first shutting
my computer down, the hanging problem returns. I suppose putting the
files I need on a regular basis somewhere in the documents folder
rather than downloads would be an acceptable workaround, but I really
do need the ability to switch folders seemlessly.

What you could try is to set the initial default location for importing
always to be the Audacity folder in your documents folder. To do this:
1. Open preferences and select the directories category.
2. For each of the operations like open, import, and so on, there are a
pair of controls. An edit box, which by default is blank, and a browse
button. So tab to the browse button following the import edit box, press
the browse button, and select the Audacity folder in your documents folder.
The previous edit box will now contain the path of this folder. (you can
undo this simply be deleting the contents of the edit box.).
Now each time you import, the initial default location will be this
Audacity folder in documents.
This may or may not help (smile).

I wrote to the guy who answers tech questions for the Seattle Times
every Saturday, and he came back to me today after doing a quick
internet search with the recommendation to go into Appdata Roaming
Audacity and delete the following files, audacity.cfg,
pluginregistry.cfg, and pluginsettings.cfg. After doing so, Audacity
works as expected, and I can use the program flawlessly until I close
it. I do make one configuration change right away, unchecking the box
that shows the welcome screen at startup, I don't know if the result
will be different if I leave that in its default configuration.
However, if I then close Audacity and open it later, I'm back to my
old problem. Does this information get us any closer to solving this
issue?
