  I don't do multitrack recording but your problem can probably be solved by
  experimenting with the enter key.  Do you hear select off or on when you
  press enter.  It's a toggle.  If you are working with a multitrack
  recording, up or down arrow to the track you want and then see whether you
  can select and edit correctly when enter says select off or on.  Try both.
   Try select on, then select material with the bracket keys and try
  applying an effect.  If that works, you don't have to try the other
  option.  If it doesn't work, try select off and select and apply an effect
  to see what happens.

  As I said, I don't do multitrack editing but this problem can be solved by
  using the enter key and the proper selection for the track you are working
  with.

  If you aren't working with a multitrack recording, you don't have to use
  the arrow keys to select a track but enter will still toggle between
  select on and off.  See what works.
