sorry about that, it looks like the website containing the link is configured
so that you have to go to the site.
So, you have to go to this page:
http://lame.buanzo.org/
On that page, find the link with the text Lame_v3.99.3_for_Windows.exe. Note
that on the page there's also a link with the same text except that the word
here is appended - ignore that link.
