I am puzzled that the left and right arrows are not doing anything. They
work here whether the track is selected or not.
I can shed light on the lack of selection with control-home and control-end
though. Unless you have changed default keys in Preferences, those
combinations do nothing in Audacity. Shift-home will select from current
position to beginning of the project and shift-end to the end of the
project. If you only have one track in the project, that will work ok. If
there is more than one track, I would use shift-j to select to the beginning
of the track and shift-k to select to the end. Make sure the track is
selected by pressing the Enter key. The screen reader will announce whether
or not the track is selected.
Finally, when you play to a point, how are you stopping playback? If you
press spacebar you will be back where you started. To put the cursor at the
required position, press x.

It seems that the keys DO NOT work for me.
Left and right arrows do not move the cursor in the recording
Playing to a point and using ctrl+ home or ctrl + end do not select
anything.

What am I doing wrong

64 bit machine
