In general, yes.
You have to enable the toolbar under view. The track has to be in
spectral view (context menu) and spectral editing must be enabled
(preferences, reachable via previous menu as well).
Terribly complicated if you ask me.
Anyway, you then have to set the frequencies in the spectral selection
toolbar and choose one of the spectral effects.
There are also 2 somewhat hidden functions "Previous Peak" and Next
Peak" which are sometimes handy to have.
I've assigned them to Alt+Page Up/Down.
They pick the highest peaks in the spectrum and you can then filter
that out for instance.
It would actually be possible to put that into a macro so that the
current peak is audible when you scroll through them.
