I tried using the default compressor affect on the mixed down track and it produced good results. I got a louder final stereo track with no noticeable loss in quality. This seems to be the solution. Any opinions?

What do you mean by setting the amplitude to 0.5, is that linear i.e. -6 dB?
The procedure in its shortest form for re-capitulation:

- Ctrl+a, select all
- Shift+Ctrl+m, render to new track
- Amplify -> tab -> New peak -> desired peak (e.g -1 dB) -> enter
- delete mixed track (or deselect and mute it).

Wave doesn't actually need any head room, however, dithering produces
a very tiny amount of noise, thus, the peak could go to 0.002182 dB
and you should enter about -0.01 dB for the new peak.
Mp3 is quite another thing. Start out with -2 dB and re-import the mp3
and test for the peak (with amplify).

You can always use a limiter on the mixed track, if it is not yet enough volume.

It is more difficult to use the limiter on the individual tracks but
probably better (or a compressor, for that matter).

Make a copy of the project and just let a limiter run over all tracks,
at least as a starting point.
