Hi Ted,
Audacity does let you open a single WMA, MP3, or other file types, and doing
so always results in a project containing a single track. However you can't
use the open command to add a track to a project which already contains some
tracks.

One of my tutorial sections had to do with the differences between opening a
project and importing an audio file. Audacity will not let you open just a
single WMA, MP3 or other file types, this is reserved for importing. Opening
is strictly for opening an 8UP3 or AUP Audacity project. Like Likewise,
saving versus exporting is also true. When you save, you are saving a
project and when you are exporting, you are exporting an MP3, WMA etc.
It was said earlier and is true, if you want to import a zoom session that
has been recorded, you must use the FMpeg plug-in in order to be allowed to
import that file type. Also, you need that plug-in to save as an M4A audio
file. Note: the video gets stripped out when importing or exporting with
Audacity.
