Sorry for the delayed response. My power went out in an ice storm and I have
had no internet to speak of.
To answer one question, I updated to 2.1.1. is there a 2.1.2 I don't know
about? To answer another, LOL no I didn't neglect that step, since I have
been using audacity for the last year. It has to be the upgrade. I'm glad
it's not something that should be happening though.

Regardless of version, that should not be happening. I assume you are
selecting the passage to which the effect is to be applied. Pressing
spacebar should play just the selected segment. Note that having selected a
track it is then necessary to select some or all audio within the track.
Apologies if that sounds patronizing, but you wouldn't be the first person
to overlook that step.
If it was working correctly before the upgrade and not afterwards it sounds
like something may have gone wrong during the upgrade process.
Before you start the process of uninstalling and reinstalling, others may
have more enlightened suggestions.
