Hi Keith,
you can shift the audio in tracks using the commands on the align tracks
sub menu which is on the Tracks menu.
For example:
1. Select the track containing the audio which you want to shift in time,
with the other tracks not selected.
2. Move the cursor to where you want the audio in that track to start.
3. Open the tracks menu, open the align tracks sub menu, and choose Start
to Cursor/selection start.
Concerning your question about the announcer coming in whilst the music is
fading. You can use the fade out effect on the effects menu to fade out the
music - just select the audio that you want to be faded first, that is
select the track, and select a time range. You can select a time range
during playback using the left bracket and right bracket keys. Then, using
the method outlined above to time shift audio, move the audio of the vocal
track so that it starts somewhere during the fade of the music.

the vocal track, paste in a clip, play to the next edit point, paste in

Also, once a successful montage is created, is there a technique for
leaving the instrumental track playing, fade out, and overlaying another
vocal track. As in a podcast intro that fades, while the announcer, or host
voice comes in at full volume. No cross fading.
I’m using version 2.103 on a MacBook, and voiceover.
