1. Put the track/clip you want to paste into the other track into the clipboard (ctrl+'c').
2. Select track you want to paste into (Enter).
3. Move to position you want track to be inserted at.
4. Paste (ctrl+'ve') clip into selected track.

I have the "Editing a track can move other tracks" behaviour checked under Preferences->Tracks - not sure if that makes a difference.

How do you insert a track or clip within another track so that it pushes back the piece after it, instead of overwriting it or playing concurrently with it? I cannot make this work.
