It appears to be spam to me. It is asking for money.

Everyone who sends a message to the list gets a message from the service.
it is a white listing service. I have no idea if the person is receiving
list mail, but the service is taking information from the from line of every
list message and sending a response to the individual sender every time that
person sends a message.
