yes, in some way.
It is a kind of envelope that you can apply.
For instance:
(setf sweep (pwl 0 800 1 2000 1))
0 and 1 means the time (in seconds) and the other twos are frequencies.
You could use this sweep with e.g. lp (lowpass) instead of giving it a
single frequency:
(lp *track* sweep)
You can refine the sweep by inserting other time/frequency pairs.
The times have to be ascending while the other values can be anything.

Create white noise.
make it go from right to left
then, experiment with the reson filter or eq-band.
They do both accept pwl sounds.
