The 2.3.1 release is essentially a bug fix release.
For those of you who are interested in testing a release candidate of
Audacity 2.3.1 on Windows, this is a link to the portable version:

If you want this version of Audacity to use its own separate settings, then
after you have extracted the files, in the folder that contains
Audacity.exe create a folder with the name Portable Settings.
