This is an apparently accessible spectrum analyzer plug-in - checked, and if dump the .dll file in audacity's plug-ins folder, it does pick it up as an available analysis tool to enable, but, really not sure how to then do anything with it, where to find, etc., but, still thought this might be of some interest:
