But the Ctrl key already had a function while nuding with the Select
tool. It stopped the window from scrolling when objects were moving
off the visible area. I do hope that feature hasn't been removed.
Or, are you referring to the Translate tool?
The scrolling behaviour has not changed. Ie the window will not move
if ctrl is held down, whether or not single pixel nudging is on or
off. With the option not chosen the behaviour is unchanged. With the
single pixel scroll enabled the nudged object moves more slowly but
can still be moved out of sight.
It's a win-win.
