Why? This is dramatically and unfixably more dangerous than a fuel-air
munition. Air is 79% inert, and a fuel air munition has to be set off with
a dispersal charge to become hazardous.
If we're making metaphors, nitrous-acetylene monopropellant is an old crate
of dynamite where pure nitroglycerin is weeping out of the sticks. They're
trying to figure out how to carry it down a bumpy road in a truck that's on
fire.
The best case is still that it's a project undertaken with knowing winks
between the participants in hopes of getting unfriendly nations to try it
and blow themselves up.
