Probably not worth incurring the extra complications of road-mobile just
on speculation that you *might* be able to sell it to the military once
it's done; it's got to be justified for other customers too. (The past
history of on-spec development for the military market is not exactly
encouraging -- a lot of people have lost their shirts trying it.)
One of those "other complications" is that anything that looks too much
like a road-mobile ICBM is going to get extra regulatory scrutiny,
probably including some pointed questions about just who the intended
customers are.
