Explosive nuts, actually -- the bolts are a permanent part of the pad, the SRB bases fit over them, and the nuts tie everything together.  For takeoff, the charges break the nuts.

Not quite permanent... the bolts aren't screwed into the pad per se. So when the charges break the nuts, the bolts drop down (more like ejected down... they are under considerable tension) into sand-pit basins in the MLP (or ML, for SLS).
