Just relating to something SpaceX/Musk said a while back, paraphrasing.
Using local 'talent'. And welding steel oil pipe with an arc welder is not
aerospace quality TIG. I'm sure there are some qualified local welders but
not many, not enough to weld up a rocket fleet. Slowly but surely/painfully
they are getting there.
I'm just impressed with their Raptor engine, that's the prize. We seem to
be overlooking how big a milestone that is, revolutionizing propulsion adb
SpaceX is doing/flying it almost routinely.

I've worked with welders, both certified and not, and this is the most
critical and fundamental skill that has to be mastered or everything
else is mush.
That said, 304 grade CRES SS is relatively 'easy' to weld by TIG but
still requires a level of skill with TIG welding. I doubt very manyTexas
cattlemen have such skills, correct me if I'm wrong.
Why cattlemen?
Port of Brownsville builds oil rigs... I'm sure there are skilled
welders employed there, who could be enticed to commute to Boca Chica to
weld something cooler.
