Uwe, the inner 9 engines gimbal, the outboard 20 engines are fixed.
The upper stage has 6 engines, inner 3 sea level 20/1 nozzle engines
gimbal, the outboard 3 are fixed as well as have 40/1 vacuum nozzles
The Saturn 5 was opposite, outboard four F-1 engines gimbal, the single
inner engine was fixed.
These arrangements provide all 3 axes of control, pitch,yaw and roll.
