Right, Samarium nitrate activates the surface.
The old catpacks, circa 1940's, like the one previously mentioned on ebay,
uses solid silver wire screens until they realized only the surface needed
to be plated so SS screen with silver plating gave both strength and
activity. Caveat is 90% is the upper limit of strength as higher
concentrations decomp temp is above the melting point of silver. Until Eric
Wornormount patented his PGM high temp/high flux cat packs. Problem is high
cost prohibits amature use not to mention royalties paid to Eric. We worked
together in Texas at Beal Aerospace back in the 80's and again 2003/4 at
SLC at the Mojave Airport.
HTP looks great on paper but in practice it's a lot of effort that requires
serious thought if the benefits outweigh the cons.
I've worked hands-on with HTP and LOx and the latter is my clear choice.

Concur. No mater what. I tried un-stabilized 75% across one of the better
cat pack configurations we’ve made and it was nothing more than a warm
disappointment.

Too much water, never would get hot enough even to form steam. 80% is
really too dilute to be useful except maybe to compete with water rockets.

No getting around 85% min.
