Except, what happens when you can't reach the depot for some reason?

Orbital tugs.

And if you can't refuel because of damage the tug takes you to a dry dock
in orbit.

It's going to take a real paradigm shift from each "mission" being self
contained to getting support services from an industrial ecology.
