Agreed:
After casting the bates grains, I would put the whole propellant stack
under compression inside the casing, avoiding the need for separate
tubes for liner and casting.
There is an interesting parallel in elastic bushing manufacture.

After the void between inner and outer shell has been filled
and vulcanized with some elastomer the outer shell is deformed
to a slightly smaller diameter.
For the bushings: to keep the rubber in shear and not a
"peel off" loading.
