Wallops, like other NASA sites, only flies NASA payloads. It isn’t
impossible to talk NASA into providing a payload for a launch but it still
requires that somebody bear the costs of launching, something NASA
might—but might not—be willing to do, depending....
Same can be said for the Navy at White Sands.

The sims show 5kg of useable payload going to 200km—meaning the entire
upper stage hits that altitude.
I’m planning on two near term partial flights: one of the upper stage by
itself (about 65k feet) and a second of the first stage with a dummy upper
stage (the upper stage on the floor in the picture is the flight weight
dummy). That vehicle should stay below 70k feet, possibly w/ a few kilos of
additional ballast. Near term probably means fall of next year after I get
vaccinated, Inshallah.
Flying two live rounds together currently appears to be a bit of a
challenge: going above 150km requires a full FAA launch license. Going
through DOD or NASA carries similar costs, all of which appear to be beyond
my resources.
After I show that both stages work and there is a clean separation between
the first and (dummy) second stage, I’ll start shopping for a sponsor.
