Or whatever shot the tape. Often the most sensitive part of photo intel data is what it tells you about the camera's capabilities.

Or just the dignity of whatever admiral was in charge that year! Some non-trivial fraction of classified material is classified, not because its release would actually be harmful to the national interest, but because it says something embarrassing about what orders were given or how much money was spent on something.
