The FAA launch-licensing people have jurisdiction over US persons and companies launching *anywhere* -- Sea Launch (a US company) needed launch licenses to fly from the equatorial Pacific, way out in the middle of international-watery nowhere. The safety aspects in particular did get a lot easier with no uninvolved public anywhere nearby, but the paperwork still had to be done.
