Sounds a lot like this :

Theory proposed by Dr Mike McCulloch a while back relating to quantised
inertia. Super interesting and indeed putting quite a few dark matter
academics noses out of joint.....

Only possibility I can think of is maybe an electron drive like a photon

Hi
Just read this. Seems a North Dakota based company, IVO, will launch a
IVO Quantum Drive engine on a Falcon 9 launch in June.
The article is here:
https://www.universetoday.com/160516/the-first-all-electrical-thruster-the-ivo-quantum-drive-is-headed-to-space/
The article reads like they made another form of the EM drive. The
article suggest they used Quantized Inertial calculation. I’m a bit
surprised they were able to raise venture capital. They appear to be
teamed with a few other companies.
To my way of thinking, this satellite is in orbit; turn on the device and
the orbit changes. If the orbit changes beyond random orbital
perturbations, I will believe. Anyone else heard of them?
