With the MCAS repeatedly trying to push the nose down, momentarily getting the pitch trim back up somewhat by pilot command just isn't enough, even if it is possible.

One of Boeing's proposed kludges<<<<<<<fixes is to add some memory to the MCAS, so it will try to push the nose down *once*, but won't do it again and again in fast succession.
