Again, I think you're being too pessimistic. The first Falcon 9 v1.1 and
the first Falcon 9 FT both had paying-customer payloads aboard. NASA is a
bit more cautious, but other customers seem to be willing to bet that
SpaceX has gotten things right (presumably for a suitable discount).
