yes. Informally though, this is sometimes referred to as a "Wrong Von Kries"
chromatic transform, because such a transform doesn't model human
perception very well for non-white colors. (i.e. the space the
white is normalized in is a unity 3x3 matrix, rather than something
interesting.)
But isn't this the operation that "transforms" absolute colorimetry to
relative colorimetry (in an ICC v2.1 "parlance")?
Yes. For print profiles, the shift is typically small though, since
most useful paper is white (i.e. has a relatively flat and high spectral
reflectance.)
