if it's a mechanical problem (i.e. it doesn't drive the target properly),
then a clean of the drive wheels may fix it. If the motor doesn't
turn then maybe something is jamming it, or the mechanics have seized up
and they need cleaning & re-lubricating.

If it drives the strip though but doesn't recognize it or scan it
properly, then maybe the optics needs a clean or the lamp has failed.
You may be out of luck in fixing the lamp, unless you are able to source
a replacement from somewhere.
