yes, using ccxxmake.
There is no provision for entering manually measured colors ccxxmake though.
You would have to measure two sets of patches using dispread, where there is
the option to enter XYZ values manually using the -x option.

For creating a .ccss, yes. For creating a .ccmx, no.

measurements from both, say, an i1Pro and the i1display?

Yes, but you will have to read two test charts and then use ccxxmake -f.
