Yes - device profiles don't "adjust" or "compensate" or change the
color in any way. As the name suggests, they document the color
behavior of the device. Other systems (i.e. a CMM or application
such as Photoshop) use that information to create a color
transform in combination with a second device profile.
Ideally though, the appearance of the image shouldn't change
through such a transformation, since it is specifically designed
to preserve it.
Now of course mashing two different colorspaces
together (such as opening a Scanner-RGB image in
a Monitor-RGB space) does change the appearance,
because no color management is being performed.
If the scanner is properly profiled, and the
scanned image is tagged with the profile,
and if (say) you then open it in a color
managed application that has an accurate display
profile available to it, the application
will convert from the Scanner-RGB space to
Display-RGB space, preserving the original
appearance of what was scanned.
