Jennifer, I can not directly address twill since I cut it using an Epilog Laser, but asfor flock and vinyl I use a Roland CAMM-1 cutter. I, actually, bought it used; it great for roll goods. The Ioline cutter uses sheets or flat goods. I prefer the rolls because I believe I get less waste. I am only limited by the width with roll goods, so I can make to lenght short or as long as necessary to get maximum usage. The only advantage for the ioline is that itcreates sew files for applique, but so does Melco's DS pro. That is my take on cutters.
