If you have a pocket clamp that attaches to your cap frame that would work well 
also. You can just slide your stabilizer underneath the beanie as you are 
sewing instead of trying to hoop it.  Since your design is pretty small I think 
it will fit.  I use my pocket clamp for a lot of different things, have used it 
more for other items than for pockets. I haven't tried a beanie on it but it's 
the first thing that came to my mind when I read your thread.
