I've been asked by our local law enforcement training academy to embroider a 
flag for a graduating class.  They've brought me a piece of polyester fabric 
that they'll sew together after I've done the two sides.  

My question is...  What backing would be best to use?  I think that using 
regular cutaway would affect the way the flag drapes too much.  Would a double 
layer of mesh hold the approx. 40K stitches?  I'd float some tearaway under it, 
but don't know if the double mesh would be enough.
