When I bought my NetGear router, I'm pretty sure all I needed to do was plug it in. It already had a SSID and passphrase set up, and this information was on a sticker on the bottom of the router. I didn't do it this way myself, but I'd suspect, assuming you had sighted help to get the information off of that sticker, that you could set it up using your iDevice over the wireless network.

If the router is already on the network or can be placed onto the network, then
you should be able to access it's web interface with your iDevice. I've used
the web interface over a wireless connection to change the configuration of
both my LinkSys and NetGear routers. If you need to connect to the router over
a wired interface then I'm not sure how you could do this with an IOS device.
