I don't think it does that either;  it remembers you've had them so you go 
to updates, and then purchased, so you get to tick them for downloading; 
but it don't seem to put anything back like you had it.

  If I were to get a newer Iphone and restore from ICloud, would the
apps get downloaded and organize themselves into Folders, or is this
asking way too much out of ICloud?
